ALEXANDRIA, VA—March 29, 2011. Mr. Ed Hecker has joined IWR as a Rehired Annuitant. He is providing assistance to USACE Headquarters and IWR on initiatives and challenges such as critical infrastructure resilience, lifecycle flood risk management, and developing the future Emergency Management professional workforce. Related programs and initiatives will include Subject Matter Expert support to Civil Works and Directorate of Contingency Operations (DCO) strategic planning.
Prior to joining IWR, Mr. Hecker served as Director of Contingency Operations and Homeland Security, U.S. Army Corps of Engineers. He also served as the Corps Northwestern Regional Integration Team leader. He has held the position of Chief, Readiness Branch of the Operations, Construction and Readiness Division. At the South Pacific Division he served as Chief, Emergency Management. He began his career at the Corps Baltimore District. He holds a B.S.C.E. from Johns Hopkins University.
