Mean Sea Level:

The average height of the sea for allstages of the tide over a nineteen year period, usually determined from hourly height observationson an open coast or in adjacent waters having freeaccess to the sea.

Mechanically Stabilized Backfill:

Retaining walls using mechanically stabilized backfill and precast modular gravity walls can be substantially more economical to construct than conventional walls (Leary and Klinedinst 1984). However, a short life, serious consequences of failure, or high repair or replacement costs could offset a lower first cost.
