The NCLS is a committee of federal, state, local, and private sector members with the direction from Congress to prepare recommendations and a strategic implementation plan on a National Levee Safety Program. The National Levee Safety Program Act of 2007 established the National Committee on Levee Safety to support levee safety programs through coordination and information exchange among federal and nonfederal entities concerning the implementation of levee safety guidelines. On November 8, 2007 the Water Resources Development Act was enacted, creating the National Levee Safety Program Act of 2007: This act directs the development of a national levee safety program, in addition to the inventory and inspection of levees. A "committee on levee safety" shall recommend a levee safety program.
