Ms. Rebecca (Becca) Betit joined the Institute for Water Resources, U.S. Army Corps of Engineers as the Budget Officer, beginning February 2022. In this role, she is responsible for the development and execution of the annual IWR Operating Budget, the IWR E-Funds Budget, oversight of the Center’s funding, and serves as Deputy Director, Resource Management Office. Additionally, she assists with training and assisting the Center’s Budget and Program Analysts in the completion of their duties and represents IWR in the Financial Management and Budget Officer Communities of Practice. Ms. Betit became the acting Director, Resource Management Office serving as IWR’s Financial Manager in April 2023. Ms. Betit also serves as an instructor the USACE PROSPECT Course, Budget Training.
Her most recent position was as Chief, Resource Analysis Branch, Resource Management Office, Norfolk District, North Atlantic Division, U.S. Army Corps of Engineers in Norfolk, Virginia. There, Ms. Betit served as the Budget Officer and Chief of the RM’s budget, funding, and manpower missions. Ms. Betit also worked as a Senior Budget Analyst in the Norfolk District’s RMO and a Program Analyst in Norfolk District’s Engineering & Construction Division.
Prior to joining the Corps, Ms. Betit served as a Management Analyst and a Managerial Accountant in the G-8 for the U.S. Army Training and Doctrine Command, as well as a Program Analyst in the G-1/4 of TRADOC and an Operations Specialist in the Commanders Planning Group of TRADOC. Ms. Betit began her career with the Army as a Reference Librarian in the TRADOC Headquarters Library. Ms. Betit has a background in budget development and formulation, budget execution, research, finance, fiscal law and funding, manpower, accounting, and program and project management.
Her awards include a U.S. Army Achievement Medal for Civilian Service, a Certificate of Achievement from the Deputy Commanding General of TRADOC, and numerous coins. Ms. Betit is also a graduate of the inaugural cohort of the TRADOC Intermediate Leader Development Program and the Women’s Executive Leadership Course from The Wharton School, University of Pennsylvania.
Ms. Betit is a Certified Defense Financial Manager, a member in good standing of the American Society of Military Comptrollers, and holds a Defense Financial Management Level 2 Certification, and is currently working towards her Defense Financial Management Level 3 Certification.
Ms. Betit earned summa cum laude a Masters in Library Science with a specialization in Rare Books & Manuscripts Librarianship from Indiana University, Bloomington, Indiana; summa cum laude a Bachelor of Arts degree in English and Latin and a Minor in International Affairs and Modern European Studies from Valparaiso University, Valparaiso, Indiana; and summa cum laude a Career Studies Certificate in Accounting from Thomas Nelson Community College, Hampton, Virginia.
