IWR Publishes “Scenario-Based Strategic Planning in the U.S. Army Corps of Engineers Civil Works Program” White Paper

ALEXANDRIA, VA—July 15, 2010. IWR has published a white paper entitled “Scenario-Based Strategic Planning in the U.S. Army Corps of Engineers Civil Works Program,” authored by IWR’s Anne Cann. This paper documents and evaluates a scenario-based strategic planning initiative carried out by the Corps Civil Works Program from 2006 to 2007. It also includes information on the development of the cross-cutting strategies that became the centerpiece of the FY2010-FY2014 USACE Civil Works Program Strategic Plan.

The white paper describes lessons learned from the strategic planning initiative, including the importance of collaboration between participants, outside experts and stakeholders. The engagement of a cross-section of Corps staff and participants from outside the agency is reported as critical to successful scenario-based strategic planning.
