IWR is looking for a motivated team player to fill a term assignment as a GS-14 Program Manager, supporting the Institute for Water Resources’ (IWR) Programs Team.
IWR is organized into four operating Centers (the Hydrologic Engineering Center, Navigation and Civil Works Decision Support Center, Risk Management Center, and Water Resources Center) that execute a wide variety of programs and projects across the Civil Works business lines and accounts. This position is located in the IWR Executive Office and will have a lead role in facilitating budget development, defense and funding requests in close coordination with the HQUSACE Programs Integration Division and functional areas, as well as monitoring program and project execution and preparing related briefings for senior leaders. The IWR Programs Team has been transitioning to using custom reports built in PowerBI, and the ability to develop and maintain PowerBI reports that interface with internal IWR and enterprise data systems will be helpful in this position.

For current Army employees, the position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months, and may be extended or made permanent without further competition. Duties:
- Manage Civil Works appropriations across multiple business lines and accounts.
- Organize and facilitate budget reviews to monitor project progress and identify and resolve issues related to project execution.
- Develop budgets for Civil Works project management plans via the use of fact sheets, justification sheets, work plans and any other information in support of budget development, defense and execution.
- Monitor program and project execution for Civil Works appropriations and preparing related briefings for senior leaders.
- Monitor project activities and resources to mitigate risk and make improvements, solves problems, or takes corrective action when problems arise.
