The Institute for Water Resources (IWR) is offering an up to six (6) month part-time professional development opportunity with the Floodplain Management Services (FPMS) Program. Multiple candidates may be selected for rotations within available funding and staffing constraints. This program provides a rewarding opportunity for personal and professional growth while woking at a national level and coordinating with districts and divisions across USACE.
APPLICABILITY: This assignment is open to all US Army Corps of Engineers GS-12-13 employees. Level of work will be adjusted based on selectee.
LOCATION OF ASSIGNMENT: Virtual. It is the intent to be fully virtual, with potential TDY to US Army Corps of Engineers, Headquarters, 441 G Street, NW, Washington, DC 20314-1000HQ, as well as field meetings, trainings, workshops, or conferences.
PERIOD OF ASSIGNMENT: Duration of 4-6 months, depending on availability of selectee, funding constraints, and program staffing needs. Applicant would be expected to dedicate 50% of their time to the FPMS program.
DESCRIPTION OF ASSIGNMENT/DUTIES:
- Support FPMS Base Program and Interagency Nonstructural Initiative: review and approval processes; balance budget priorities; vertical chain coordination. This will require a national perspective with support provided to individual Districts as needed.
- Support development and improvement of the FPMS module within the Remaining Items Technical Assistance and Coordination Outcomes Database (RI-TACOd) and serve as a resource to Division/District personnel utilizing the system.
- Supports development of policy/technical guidance documents; identify gaps in existing policy and suggest improvements to existing policy; support development of briefing and training materials; and supports leadership on national-scope water resources planning and management issues, including assessing and evaluating policy options.
- Other duties as assigned: schedule meetings, prepare presentation materials, draft memos and emails, etc.
SALARY: This is a lateral assignment and the detailee remains at their home office. Cross charge labor (as applicable), travel, and per diem costs are covered by the FPMS program.
APPLICANT QUALIFICATIONS: Nominees will be selected on the basis of the following qualifications:
- Demonstrates knowledge of and professional experience in USACE flood risk management and technical assistance programs/authorities and interagency collaboration.
- Ability to plan, organize, direct, and coordinate technical work; innovate and solve complex problems; respond to changing priorities; and meet schedules, goals, and objectives. Experience in project and/or program management will be beneficial.
- Excellent communication skills – oral and written.
- Ability to work collaboratively in a team environment with team members from multiple specialties, as well as handle assignments in an independent setting.
