Regulatory Support Program (RSP)
Purpose: To support Regulatory HQ through technical assistance, training development, data system management, and policy analysis that enhance regulatory decision-making and program delivery across USACE.
The RSP at IWR provides essential technical and policy support to Regulatory HQ, advancing national priorities in mitigation rule implementation, training development, and data system management. The program also oversees the contracting, operations and maintenance of RIBITS (Regulatory In-Lieu Fee and Bank Information Tracking System), manages interagency agreements with five federal partners (Environmental Protection Agency, US Department of Agriculture, US Fish and Wildlife Service, the National Marine Fisheries Service, and the Federal Highways Administration) and conducts policy analysis to inform jurisdictional decisions.
RIBITS: Since 2007 the Regulatory In-lieu fee and Bank Information Tracking System (RIBITS), overseen by the U.S. Army Corps of Engineers (USACE) Institute for Water Resources (IWR), has been the designated national tool to provide a one stop shop database for districts to track mitigation banks and in-lieu fee programs.
