Risk analysis is a way of looking at and thinking about uncertain future events and determining the potential for gain (opportunities) and the exposure to losses (hazards).
Risk analysis is not simply a tool or technique but a way of thinking about and organizing to solve problems. It is science-based but it is not pure science. Risk analysis provides a link between science and social values. Many of us are already doing this process without formally calling it "risk analysis."
Risk analysis is a decision-making framework that evaluates the level of risk if no action is taken and the costs and benefits of reducing risks when making decisions. Risk analysis includes the interdependent activities of risk assessment, management and communication.
