SMART planning was a high-focus topic in 2013 related to the Cultural Resources/Tribal Affairs class. SMART planning offers a mechanism to allow the USACE to more efficiently work with stakeholders, such as tribal representatives, during the planning process. It encourages early coordination, reducing potential delays in the schedule later in the process.
