Arizona Silver Jackets

VISION STATEMENT

Establish and strengthen intergovernmental partnerships at the local, Tribal, State, and Federal levels as a catalyst in developing comprehensive and sustainable solutions to state flood hazard challenges.

MISSION STATEMENT

Through an intergovernmental team of local, Tribal, State, and Federal agencies and organizations, a collaborative process will:

  • Facilitate strategic, integrated life-cycle mitigation actions to reduce the threat, vulnerability, and consequences of flooding in the State of Arizona;
  • Create or supplement a mechanism to collaboratively solve issues and implement or recommend solutions;
  • Foster leveraging of available resources and information between agencies;
  • Increase and improve flood risk communication and outreach;
  • Promote wise stewardship of the taxpayers’ investments;
  • Develop a more comprehensive regional flood risk management strategy through participation in the Regional Interagency Flood Risk Management Team; and
  • Integrate mitigation into recovery action.

Team Activities

Town of Quartzsite, Arizona – Flood Response Plan

The Arizona Silver Jackets team supported the Town of Quartzsite, Arizona in finalizing its Emergency Action Plan (EAP) to enhance the town’s ability to anticipate, respond to, and recover from flood events. The plan details clear communication protocols, evacuation procedures, and assigned responsibilities for local officials and emergency partners and was tested with a tabletop exercise. The EAP strengthens coordination with county, state, and federal agencies to safeguard residents, property, and essential infrastructure while building long-term community resilience and ensuring local preparedness. 

Town of Duncan, Arizona Emergency Action Plan for Flood Response

The Arizona Silver Jackets team supported the Town of Duncan, Arizona in developing its Emergency Action Plan (EAP) to improve readiness for flooding and other hazard events. The plan was tested with a tabletop exercise and outlines clear communication and evacuation procedures, designates responsibilities for local officials and response providers, and establishes coordination protocols with county, state, and federal agencies to protect residents, property, and infrastructure while promoting resilience and preparedness at the local level. 

Hopi Tribe Emergency Action Plans for Moenkopi and First Mesa Villages

The Arizona Silver Jackets team in collaboration with the Hopi Tribe completed a set of Emergency Action Plans (EAPs) and tabletop exercises to enhance community preparedness, clarify response procedures, and strengthen coordination among tribal, local, state, and federal partners in the event of flooding or other emergencies. These EAPs provide clear protocols for notification, evacuation, and resource mobilization to safeguard lives, property, and cultural resources while promoting local preparedness and community resilience. 

Painted Rock Dam Tabletop Exercise – Yuma, Arizona

The Arizona Silver Jackets team, in partnership with the USACE Dam and Levee Safety Program, conducted a tabletop exercise in Yuma, Arizona focused on the Painted Rock Dam. The exercise tested emergency response procedures, improved interagency coordination, and strengthened local preparedness for potential dam-related flooding scenarios. 

Arizona City Flood Risk Report

The Arizona Silver Jackets team will develop a Flood Risk Report (FRR) for Arizona City in Pinal County, Arizona. The report will leverage data and information on precipitation, hydrological and hydraulic conditions, and infrastructure development from multiple agency partners to assess local flood hazards, identify at-risk areas, and provide actionable strategies to reduce flood risk while supporting informed local decision-making and long-term community resilience.

Cochise County Flood Risk Awareness Workshops

The Arizona Silver Jackets team, in partnership with Cochise County, is developing a series of flood risk awareness workshops to educate residents on local hazards, preparedness measures, and available resources. These workshops aim to strengthen community understanding of flood risks, improve local emergency readiness, and foster collaboration between local, state, and federal partners to enhance long-term resilience. The workshops will include development of bilingual flood risk communication posters in English and Spanish for communities, families, and school-age children.
