North Dakota Flood Risk Management Team

The North Dakota Silver Jackets provides a partnership for an interagency approach to planning and implementing measures to reduce the risks associated with flooding and other natural hazards in the State of North Dakota. The North Dakota Silver Jackets Team Charter was signed in September 2013.

MISSION STATEMENT

To establish an intergovernmental team of State and Federal agencies, that through a collaborative process will:

  • Facilitate strategic, integrated life-cycle mitigation actions to reduce the threat, vulnerability and consequences of flooding in the State of North Dakota
  • Create a mechanism to help solve flood risk issues and recommend mitigation measures
  • Foster leveraging of agency resources and information
  • Increase and improve flood risk communication and outreach
  • Develop comprehensive flood risk management strategies

VISION STATEMENT

To enhance intergovernmental partnerships that will result in the development of comprehensive and sustainable flood risk reduction measures for North Dakota.

Team Activities

Resource Guide for Floodplain Managers

This Quick Guide will help you understand more about why and how communities in the State of North Dakota manage floodplains to protect people and property. North Dakota’s floodplain management programs have been active since 1981.  Flood prone communities adopt ordinances that detail the rules and requirements of developing in the floodplain.  In case of conflict, that ordinance and not this publication, must be followed.

North Dakota Risk Assessment MapService (NDRAM) and Base Level Engineering

NDRAM is a tool designed by the Water Commission that allows users to visually display current flood risks, both approximate floodplains from BLE, and effective regulatory floodplains from FEMA's National Flood Insurance Program (NFIP).

2020 Spring Awareness Meetings – Fargo, Grand Forks, and Jamestown, North Dakota

During January 27 - 29, the North Dakota State Water Commission and Department of Emergency Services hosted a series of meetings to inform the public about the potential for 2020 spring flood threats, and steps people can take to prepare themselves and protect their property.
 
The meetings also included presentations from federal partners including FEMA, the National Weather Service, and the U.S. Army Corps of Engineers. Information was provided on dam operations, current flood forecasts, flood preparedness and mitigation tips, and flood insurance.
 

2020 Commissioner-Hosted Basin Meetings

This biennium, due to COVID-19 related concerns, the Commissioner-hosted meetings were held the last two weeks in July and were provided virtually to discuss ongoing Water Commission efforts, and water management and development issues in the state’s eight major drainage basins.
