Navajo Nation Silver Jackets

The Navajo Nation Silver Jackets team is the first tribe-led interagency team in the country. Led by the Navajo Nation Departments of Water Resources and Emergency Management, the team brings together multiple Navajo Nation departments, including Environmental Protection, Transportation, and Health & Human Services, to collaboratively address water resources challenges across the Navajo Nation. Federal and State partners include the Federal Emergency Management Administration (FEMA), Bureau of Indian Affairs (BIA), National Weather Service (NWS), U.S. Geological Survey (USGS), U.S. Bureau of Reclamation, National Park Service, Federal Highway Administration (FHWA), Natural Resources Conservation Service (USDA-NRCS), Arizona Departments of Emergency and Military Affairs (DEMA) and Transportation (ADOT), Utah Division of Emergency Management (UT DEM), and New Mexico Department of Homeland Security and Emergency Management (NM-DHSEM).

Team Activities

Navajo Nation Flood Risk Awareness and Communication Workshops

The Navajo Nation Silver Jackets team is developing a series of flood risk awareness workshops across Navajo communities to increase understanding of local hazards, promote preparedness actions, and share available resources. These workshops are designed to strengthen community readiness, protect lives and property, and enhance coordination among tribal, local, state, and federal partners to build long-term resilience. The workshops will include development of bilingual flood risk communication posters in English and Diné Bizaad for communities, families, and school-age children. 

Tsidi To’ii (Birdsprings), Arizona Emergency Action Plan

The Navajo Nation Silver Jackets team is completing an Emergency Action Plan (EAP) with the Tsidi To’ii (Birdsprings) Chapter to enhance local preparedness and response capabilities. The plan has been tested with a tabletop exercise and establishes clear communication protocols, evacuation procedures, and defined roles for Chapter Officials and response partners, while strengthening coordination with tribal, local, state, and federal agencies to safeguard community members, property, and critical infrastructure and resources. 

Chinle, Arizona Emergency Action Plan

The Navajo Nation Silver Jackets team is supporting the Chinle Chapter in developing an Emergency Action Plan (EAP) to strengthen local preparedness for flooding and other potential hazards. The plan will be tested with a tabletop exercise and will outline clear notification and evacuation procedures, assign responsibilities for Chapter Officials and emergency partners, and enhance coordination with tribal, local, state, and federal agencies to protect lives, property, and critical infrastructure.
